What are Estate Management Charges?

Estate management fees are charges paid by residents on privately owned housing estates for the maintenance of communal areas and services not provided by the local council, such as landscaping, street lighting, and upkeep of private roads. This can also extend to the drainage and utility infrastructure not in the ownership of a statutory provider. These fees are typically set by the developer or a management company and are often tied to the property's title deeds, with costs varying significantly based on the estate's size and services provided. While they cover communal upkeep, they can increase over time without a cap, and freeholders have historically had fewer rights to challenge these fees compared to leaseholders. Mortgage companies generally do not like estate charges because the strict enforcement rights they grant to the rent charge owner which can jeopardize the lender's security. They can also become problematic in any future conveyance when the homeowner wishes to move.

Are there Estate Management Charges at Woodlands Park & Meadow?

At Woodlands Park & Meadow there are no Estate Management charges and all properties are sold as a Freehold Title. Wickford ensure that roads and footpaths are adopted by the Local Highway Authority by entering into legal agreements with Essex Highways and constructing the roads to their adoptable standards. Utility infrastructure are also adopted and owned by the relevant statutory bodies such as Anglia Water Services Ltd. Public Open Spaces are transferred in full or part as the development progresses to the Local Authority as per the planning permission obligations expressed in Section 106 Agreements. Wickford pay the Local Authority commuted sums to ensure the maintenance of these areas in perpetuity. There are a number of greenswards that promote the amenity and ambience of the estate. Wickford transfer these land parcels to actual homeowners that have a vested interest in ensuring the ambience of the estate is maintained. These private garden spaces within the street scene enhance the desirability of living in their locale. It also promotes a community spirit between neighbouring properties.

In an estate there will always be a number of smaller roads serving a limited number of properties which cannot be considered for adoption by the Highway Authority hence the wording of a ‘Private Drive’. The maintenance and repair expense falls collectively and equally on owners benefitting from these private drives. There are no estate management charges which are levied against properties with private drives. These private drives fall within the Freehold land title of the property and are subject to obligations on the homeowner to ensure access and egress and it’s maintenance. Private drainage also exists within the curtilage of each property curtilage and therefore remains the responsibility of the homeowner.
